Corporation Profile

Mey Sheva is a regional water and sewage corporation, established in 2007 by power of the water and sewage corporation law of 2001. It operates in the framework of the operational license granted to it by the Israel Water and Sewage Authority, which regulates its activity and oversees it on behalf of the State of Isael. The goal of the corporation is to provide water, remove and recycle sewage, handling both a high level of quality, credibility and efficiency while safeguarding the public health and the environment, and meetings the required service norms.

The corporation, which is fully owned by the municipalities of Beer Sheva (88%) and Ofakim (12%) operates as an infrastructure company which specializes in the provision of water and sewage services to around 105,000 consumers, including 95,000 households in the cities of Beer Sheva and Ofakim. In addition, it supplies sewage services to local municipalities and additional entities in the region.

Amongst the central goals of the corporation: empowering the quality and reliability of the consumer service interfaces and constant improvement of the work environment while proving service and an optimal response to the development needs of the cities of Beer Sheva and Ofakim, assimilating new and advanced technologies all along the water supply and sewage removal chain, preserving the water waste level of the corporation, assuming total responsibility for the entire processing chain of sewage including third order purifications and most important in these days: Preserving the current ownership structure of the corporation, its character, the extent of budgets and resources directed towards the benefit of the residents of Beer Sheva and Ofakim, and the service level each resident enjoys. 

The number of residents in the cities of Beer Sheva and Ofakim exceeds a quarter of a million and the corporation handles around 700 kilometers of water piping and around 700 kilometers of sewage piping. It operates, repairs and maintains an advanced sewage processing institute, six water pumping institutes, 11 water storage pools, a water tower, three sewage pumping institute, provides an average of 64,000 cubic meters of water every day and purges about 45,000 cubic meters of sewage every day.

Since the day it was establishment, the corporation invested hundreds of millions of NIS in water conveyance infrastructure, sewage clearance, sewage processing, the development of new infrastructure and the restoration and upgrading of existing infrastructure. The total worth of all assets (reflective of their quantity, age and condition) has been raised from around 330 million NIS on the day they were received from the municipalities to 700 million NIS in the present, alongside considerable investment in the quality, condition and credibility of the services for the consumer, customer service and technological means to improve all of these. From the day it was established the corporation reduced the extent of its water wastage, the gap between the amount purchased from "Mekorot" to the amount used to fulfill the needs of the cities of Beer Sheva and Ofakim, from over 20% to a level of around 6% by the end of 2021. This represents a saving of over three million cubic meters every year.

In the field of service for the customers, the corporation invests a great deal, while operating maintenance teams for 24 hours a day, 7 days a week, 365 days a year, to provide an immediate, high quality and efficient response to any water or sewage malfunction, offering customers a broad range of service channels, many of them digital means meant to render the services accessible remotely. This includes a dedicated application for smartphones, an appointment reservation system, an accessible online site, online forms, the delivery of bills via electronic mail and through the application to the smart phone, a dedicated, unique and advanced call center for questions, payments and more.

This robust infrastructure has proven its utility during the COVID-19 crisis and enabled the corporation to rapidly, efficiently and smoothly transition to the provision of remote services during the COVID-19 crisis, while minimizing the harm to the quality of its consumer services at the height of the crisis and rapidly returning to emergency routine at its latter stages and in the present day.

The corporation operates at the most severe standards. It is a member of an exclusive group of Israeli companies who have won the prestigious diamond standard certificate of the Israeli Standards Institute. Every year the corporation certifies over 11 different standards with the assistance of senior inspectors sent by the Israeli Standards Institute, who inspect the work processes and quality control processes in the corporation and confirm that the quality and level of the work processes and services provided to the consumer remain high and justify continued provision of the prestigious diamond standard accreditation.

The basis for all these achievements is the human resources of the corporation. The corporation invests greatly in the development of its human capital and the improvement and empowerment of its level of services to the consumer, alongside strengthening its connection with the community through the promotion of educational activities amongst children and youth in the cities of Beer Sheva and Ofakim.

Goals of the corporation for 2022-2026

Maintaining the current structure of ownership, the character of the corporation, and the scope of budgets directed at the cities of Beer Sheva and Ofakim.

Empowering the quality and credibility of the consumer service interfaces, and improving the work environment and the service provision. Providing responses for the development needs of the cities of Beer Sheva and Ofakim.

Assimilating advanced technologies along the entire water supply chain, sewage removal and its processing, including water meters for remote reading in the city of Beer Sheva.

Separation from the sewage system of Neve Midbar (oasis) and the unrecognized Bedouin settlements, assuming direct responsibility of the entire supply chain in the sewage processing facility and production of renewable energies from the byproduct of the process. Developing human capital in the corporation and preserving it. Improving the water wastage level of the corporation. Adapting the capital structure and corporation budget to minimize the costs of water purchase and the role of the corporation in subsidizing the national water carrier, in accordance to the changes which have occurred in the financial regulation laws.
